1. Wax serrated knife with candle stub or paraffin. Cut 1-1/2" foam ball in half. Use one half for shoulders; set aside remaining half for another project.
2. Trace hat pattern onto index card; cut out. Apply glue to one edge of hat as indicated and overlap edges to form cone, leaving small opening at top.
3. Apply white glue to outside of hat and all surfaces of shoulders and foam cone (body). Sprinkle hat, shoulders, and body with glitter, tapping off excess. Let dry.
4. For hair, cut five 9" lengths from yarn; unravel yarn, creating 20 strands. Glue toothpick halfway into bottom of 1" foam ball (head). Apply white glue to top of head. Place hair over glue; trim as desired. Let dry.
5. For veil and cape, cut two 8-1/4" x 27" rectangles from tulle. For each tulle piece, keep one long edge as even as possible while finger gathering opposite long edge. Tightly wrap gathered end with rubber band; set aside.
6. Cut following lengths from ribbon: one 15" and one 16" length from picot-edge; one 15" length from narrow ribbon. Holding 15" lengths together as one, knot ribbons at center and fold in half.
7. Place ribbon knot over rubber-banded end of one tulle section. Carefully pull ribbon and tulle ends through top hat opening from inside, stopping at rubber band. Glue tulle and ribbon to inside of hat. Glue hat to head.
8. Glue shoulders to top of body as shown.
9. Insert head toothpick through rubber-banded end of remaining tulle piece. Apply glue to end of toothpick and push down through shoulders and body. Tie 16" ribbon into bow around rubber band "neck."
10. Cut two 2-1/2" lengths from chenille stem. Glue and insert one end of each stem into bottom of shoulders; gently bend opposite ends to form hands.
